A strong one-day Panama City Beach itinerary includes beach time, one water activity, and one walkable area. Spend the morning on the beach or at St. Andrews State Park or Camp Helen State Park, book a Shell Island snorkeling tour, dolphin cruise, or sunset cruise in the afternoon, then finish the day with dinner and shopping around Pier Park. Trying to combine PCB, Destin, and 30A into one day usually creates too much driving.
