Shell Island is undeveloped and can only be reached by boat, so it feels much more natural than the beaches along Panama City Beach. There are no roads, buildings, restaurants, or beachfront condos on the island. However, it's not uncommon to see other visitors, tour boats, and recreational boaters, particularly during the summer. The busiest activity is usually concentrated near popular landing and anchoring areas, while quieter sections can often be found farther down the shoreline.
