Yes, but you just have to pick the right type of tour. Boat tours and dolphin cruises are still enjoyable even when everything on shore feels packed. Once you are out on the water, it spreads out a lot and does not feel nearly as crowded as Duval Street or the main walking areas. You are sharing the boat with other people, but you are also moving through open water, which feels less hectic. Smaller group trips or private charters are the most comfortable option if you want to avoid that busy feeling altogether. Even when it is a peak weekend, being on a boat in calmer areas of the bay or offshore feels more relaxed than staying on land in the middle of everything. What I would avoid on those weekends is anything super tightly scheduled on land where you are dealing with lines, crowds, or limited space. That is where you will see the holiday rush.
