For a first visit, it comes down to how you want your day to go, not just what you are doing. A shared tour is the easiest way to get out on the water. You just book a spot, show up, and everything is already planned for you. You will be with other people, the route is set, and you do not really have to think about anything once you are on board. For a first time in Key West, that is the best way to get your bearings and see what the water experience is like. A private charter gives you more control and space. You are not sharing the boat with strangers, and the captain can usually adjust things a bit based on what your group wants to do. If you want to stay somewhere longer, that flexibility is there. It is more personal, but it is also a bigger step in terms of cost and planning. What I usually tell first timers is start with a shared tour if you are just trying to get the experience and see how you like it. Go private if you already know you want a quieter, more customized day on the water. Either way works, it just depends on whether you want simple and social or private and more flexible.
