Boat tours are still one of the best backup options because captains are used to adjusting routes. If it looks like rain or wind is picking up, they will usually stay in more protected water instead of going far out, so you are still getting a solid experience without it feeling rough or uncomfortable. If you are already out and it starts changing, waterfront restaurants and shaded spots near Old Town can give you some coverage. You can grab food, wait out a quick shower, and then go right back to walking around once it clears. Another good option to think about is sightseeing on foot in shorter bursts. You do a little exploring, step inside shops or bars when needed, and then keep going.
