Boat tours and dolphin cruises take the win because once you are on the water, you are away from most of the congestion on land. You are not dealing with packed parking lots or crowded beach access points in the same way. Pontoon rentals are another good option if you want flexibility in your day. You can move around if one area feels busy, and anchor in calmer spots instead of staying where everyone else is. It gives you a bit more control during a hectic weekend. What I would avoid during peak holiday hours is trying to hop between multiple busy spots in one day.
