The options that maximize water time are usually full or half day private charters and pontoon rentals because those are built around you staying out on the water for hours at a time instead of following a fixed short route. With something like a captained pontoon, you can cruise through Tampa Bay, stop at sandbars, hang out in calm coves, and keep moving whenever you want, so the boat itself becomes your main activity for the entire outing instead of just a ride between stops. Egmont Key and Shell Key trips also tend to give you a lot of water time because the travel itself is part of the experience. You are cruising out through open bay waters, crossing channels, and spending extended stretches just being on the boat in different conditions before you even reach the island. Even though there is a stop involved, the journey is long enough that it still feels like a true on the water day. What gives you the least water time, by comparison, are short dolphin cruises or sightseeing tours that run (1.5hrs to 2hrs). Those are great for a first experience, but they are more about a quick loop and wildlife viewing than actually spending the day out there.
