Dolphins around Panama City Beach are honestly spotted in both areas, but if you are talking about where they tend to show up more consistently on typical tours, it is usually closer to Shell Island and the surrounding St Andrews Bay waters rather than far out in deeper Gulf water. That bay area is calmer, has more predictable conditions, and is full of channels where dolphins naturally travel while feeding and moving between spots, so captains spend a lot of time working those routes when they are looking for sightings. It is also easier for boats to slow down and linger there, which is why it often feels like you are getting more viewing time instead of just passing by. Farther out in the open Gulf, you can absolutely still see dolphins, and sometimes you get really good encounters, but it is a bit less predictable because conditions change more with wind, waves, and boat traffic. What usually happens on a tour is that captains will start in the more protected bay areas first, and if they are not finding activity there, they may adjust and explore other zones depending on the day.
