Out at Shell Island, bugs are not something that takes over the day, but there are a few times of year when you notice them. On most bright, breezy beach days, the constant airflow coming off the water keeps things pretty comfortable, and you do not really think about insects at all. Where people tend to notice bugs a bit more is on still, humid days, especially in late spring through early fall when everything is warmer, and there is less wind moving across the sand. Around sunrise or closer to sunset, you might get some no see ums or small biting flies in certain pockets, usually closer to the dune line or any areas with a little vegetation. It is not the whole island, more like little areas that come and go depending on where you are standing. Most visitors do not end up dealing with bugs in a major way, especially if they are out near the water where the breeze is strongest.
