No, under normal operation you take off and land directly from the back of the parasail boat rather than landing in the Gulf. A winch system gradually releases the parasail line to lift you into the air and reels you back toward the boat at the end of the flight. Some operators offer an optional water dip before bringing you back aboard, but that is different from actually landing in the water.
