With parasailing, it is pretty standard that teenagers go up to the same height as everyone else, so it is not usually a separate lower altitude just because it is their first time. The reason is that the height is more tied to wind, boat speed, and line length than the person in the harness, so once the chute is set, everyone on that rotation is typically flying at the same level. With that said, crews are used to first timers and nervous flyers, so what changes for a teenager is usually the pacing and how they are eased into it, and not the actual flight height. They will take extra time on the boat before launch, talk them through what is happening, and make sure they are comfortable before lifting off. Once in the air, most teens actually settle in pretty fast.
