Whether someone can ride along without parasailing depends on the specific operator, but a lot of them do allow it when there is space available. It is not always guaranteed, especially in peak summer, because the boats fill up with people who are actually taking flights, but many crews are used to having a parent, friend, or observer come along just to watch and enjoy the ride. When it is allowed, the ride along guest usually stays seated on the boat for the duration of the trip and can watch each takeoff and landing. They just do not get suited up or participate in the flight rotations. The main limitation is capacity and weight balance, since the crew still has to keep the boat set up properly for safe parasailing operations. On slower days or smaller groups, it is much more likely they will say yes without any issue. On busy days, they might limit it or charge a reduced observer rate if space is tight, just so they can prioritize paying flyers and keep the schedule moving.
