No, the water dip is not a required part of the parasailing experience. If an operator offers dipping and you don't want it, tell the crew before your flight. And yes, sharks naturally live in Gulf waters, so seeing one from several hundred feet in the air is possible without indicating that anything unusual or dangerous is occurring.
