Wind is the bigger factor for parasailing. Waves matter for how the boat ride feels, but wind is what actually controls whether you can safely launch, fly, and land in the first place. The chute needs steady, predictable wind to lift and stay stable, so if the wind is gusty or shifting a lot, that is what changes the plan or limits how high or how long the flight can be. Waves mostly come into play during takeoff and landing, and also during the ride out to the spot. If there is a lot of chop, you might feel more bounce on the boat. Wind, on the other hand, directly affects everything from lift strength to how far offshore they go and how stable the flight feels. Light to moderate steady wind is ideal, while strong gusts or quickly changing wind direction are what crews watch closely and sometimes delay or adjust for.
