It can be, because a purple flag warns of potentially dangerous marine life but does not automatically close Gulf waters. Parasailers normally take off and land from the boat rather than swimming from the beach, making direct contact with the water much more limited than during a beach day. If you're worried about jellyfish, skip any optional water dip and check with the operator about current conditions.
