Not necessarily. Alabama has a specific exemption for qualifying rental vessels when the rental company provides required safety instruction and paperwork and the operator is at least 16. However, rental companies can impose stricter requirements of their own, including minimum rental ages and prior-experience requirements, so the legal minimum doesn't automatically mean a company will hand you its boat.
