Destin Harbor can feel busy to a first time jet ski driver, but I would not say it is too much for most people as long as they pay attention during the safety briefing and do not try to rush out like they already know the area. The harbor has boats coming in and out, tour boats loading, pontoons moving slow, fishing boats passing through, and people who may not all be paying attention. Most rentals start you off in slower water, and that actually helps because you get a few minutes to feel the throttle, steering, and balance before you are in a place where you can pick up speed. If you are nervous, tell the crew before you leave. They can usually explain the best path out, point out the no wake zones, and remind you where the traffic tends to stack up.
