A weaker swimmer can ride as a passenger with a life jacket, but I would still be careful about who you put on the jet ski and what kind of ride you are planning. A life jacket helps keep them floating, but it does not make someone automatically comfortable if they fall off, get splashed, or end up in choppy water with boats around. If they are nervous in the water, I would keep the ride slower, stay in the approved areas, and avoid sharp turns or trying to jump wakes. The passenger also needs to be able to hold on, follow directions, and stay calm if the jet ski rocks or if both riders end up in the water. If the person is truly afraid of deep water or panics easily, a pontoon or boat ride may be a better choice. But if they are comfortable wearing the jacket and staying with a careful driver, many people do fine as passengers.
