Yes, I would have them do it before arrival if there is any chance they will be driving. In Florida, anyone born on or after January 1, 1988 needs boating safety proof to operate a vessel with 10hp or more, and Jet Skis fall into that category, so it is not something you want to save for the last second at the dock. Some rental places can help you with the temporary test during check in. I would tell every possible driver to bring their ID, have their boating card or temporary certificate ready, and screenshot anything important in case cell service is not strong near the marina. If only 1 person plans to drive, only that person usually needs it, but if you may switch drivers, both should be cleared before leaving the dock.
