Neither is universally better, because the two cities work more like neighboring parts of the same vacation destination. Gulf Shores has convenient access to Gulf Place, attractions around Highway 59, and the western side toward Fort Morgan, while Orange Beach puts visitors closer to The Wharf, Perdido Pass, and many boating departures. Most visitors should choose lodging based on the property and beach they prefer, then expect to drive between the two cities for activities.
