Shell Island tours in Panama City Beach drop guests closer to the bay side. The St. Andrews Bay side has calmer water for anchoring and getting people on and off the boat, while the Gulf side has surf and less protected water. On many trips, guests land near the bay shoreline and walk across the sand to see the beach side during the stop.
