Yes, there are boat tours in St. Pete Beach that include snorkeling at Shell Key. Check out the Shell Key Ferry where you can get transportation to and from Shell Key where you can snorkel. You can bring your own gear with you in a small bag. Or you can book something dedicated to Shell Key shelling trip from Hubbards Marina that is more guided.
