No, boat rentals in Panama City Beach are not set up for sunrise trips, since rental boats leave after the marina opens and return during daytime operating hours. For sunrise on the water, the better fit is a private fishing charter out of Capt. Anderson's Marina, or a private Shell Island style charter with a custom early departure request.
