No, your 3 year would not be allowed to ride on the parasail boat. Kids under 4 are often not allowed on parasail boats because the vessel environment itself can be risky for very young children, even if they are only watching. Parasail boats can move quickly, hit wakes, and make sudden turns while positioning for takeoff and landing. A toddler may not be able to stay seated securely, hold on independently, or follow safety instructions during those moments.
