Yes, you will still need a purchase a ticket for newborn and a 3 year old for the Sunny Lady Dolphin Cruise. The coast guard counts every passenger the same so they count towards the capacity of the boat regardless of their age and weight. Children 0-3 are $5.50 per ticket
