Will a 28 year old with an Alabama Vessel License still have to take the boating test upon arrival for a Florida temporary vessel license? Or will his Alabama vessel license be accepted?

Yes, you will be able to use the Alabama license as long as it's certified by NASBLA. The lifetime boaters test is a nationally recognized boaters certification and will be eligible in all 50 states. Since you are 28, you are well beyond the legal age of renting so you won't have any issues.
