A passport and foreign driver’s license by themselves are not enough to operate a jet ski in Gulf Shores or Orange Beach. Under Alabama rules that took effect October 1, 2024, international visitors need a valid boating certificate from their home country or the Nonresident Alabama Boater Safety Certification. The passport still works as the photo ID requested at check in.
