Yes, there are public restrooms close to the Cetacean Cruises check in area at The Wharf. The kiosk sits in front of SpringHill Suites by Marriott on the west end of the marina, so you will not have far to walk. The Sunset Sailing Tour also has a restroom onboard once you get settled in.
